What happened

According to Yonhap, the Korea Meteorological Administration issued the highest-level heat-wave warning for all of Seoul for the first time on Tuesday (Aug. 4), with daytime temperatures expected to push toward 38 C. By 11 a.m., the serious warning already covered Seoul’s northeast and northwest; southeastern and southwestern districts had been upgraded the day before, so the capital was fully under the top tier.

Yonhap explains the threshold: a serious heat-wave warning when the highest perceived temperature reaches 38 C or higher, or the daily maximum hits 39 C or higher, in an area that has already seen perceived highs of 35 C or more for two or more consecutive days. The tier was added to Korea’s heat advisory system on June 1.

Parts of Gyeonggi — including Osan, Hanam, western Yeoju, Goyang, Anseong, southern Paju, and Yongin — were also under the serious warning by late morning. Southwestern Jeolla cities such as Jeonju and Jangseong joined the list; Boseong, Yeosu, and Gwangyang had been under it since Saturday.

The breakdown

This is the capital ops update after Sunday’s 42.5 C Yangsan record, not a repeat of the southeast thermometer story. Seoul’s cumulative heat-related illnesses since May 15 reached 185, including two deaths, after 18 additional cases on Monday. The city said it is watering roads, watching cramped-housing residents, and running about 4,000 heat shelters (community centers, senior centers, welfare sites). The interior ministry texted citizens to cut outdoor activity, drink water, rest in cool places, and check on family.

Why it matters outside Korea

If you are in Seoul for meetings, summer tourism, or a relocation week, Tuesday’s story is not “Korea is hot again.” It is the first time the entire capital sits under the serious warning — the tier built for multi-day 38 C perceived heat. Outdoor walks, midday transfers, and outdoor shoots become a health plan, not a preference. Expats who only watch the yellow heat advisory miss that Seoul has moved to the top operational band.

What travelers and expats should watch

  • Do treat midday outdoor blocks as cancelable — ministry SMS language is “refrain,” not “hydrate and push through.”
  • Do map a heat shelter near your hotel or office (city list: community / senior / welfare centers) before afternoon errands.
  • Don’t schedule rooftop or walking tours for peak afternoon on days Seoul is under the serious warning.
  • Expect road watering, crowded indoor cooling spots, and slower outdoor logistics across greater Seoul and adjacent Gyeonggi cities named in the KMA list.

Context

Read this as Seoul under the highest heat ops tier, not as another national “record high” headline. Yangsan’s 42.5 C was the thermometer story; Tuesday’s capital-wide serious warning is the behavior story for anyone whose itinerary runs through Seoul. Korelay frame: change the day’s outdoor schedule, not just the weather app icon.
